		<description>This editorial omits the fact that Texas air quality programs have outperformed federal programs for the past 16 years.

According the Governor&#039;s office, since the year 2000 ozone has dropped 22 percent and NOx has dropped 53 percent.

The smart thing would be for the EPA to consider the facts and leave a successful program alone.  I doubt that will happen.</description>
