		<description>Cutting down a declining tree doesn&#039;t make the tree next to it healthier, most of the time.  I don&#039;t buy this theory.  If the trees are dying, go ahead and plant new ones now and next year when the trees die you can remove them without violating the ordinance.   There is no need to request special permission to get the desired result.  It would be a bad message for council to send to give a variance for this.</description>
